The newly formed Pattaya City Council has approved a budget of about 200 million baht to purchase new surveillance cameras and increase security over a three-year period.

The CCTV installation was previously a question from the old municipality about spending 200 million baht on such cameras, tying the municipality to debt with a private company for three years.

The CCTV controversy was one of the main reasons for the dissolution of the old council after more than half of its members resigned for no reason. Since the remaining members were less than the required six, the council was automatically dissolved.

In response, the CHONBURI provincial governor temporarily appointed 12 officials as new members of the council.

The first general meeting of the newly formed council was held with a motion by Pattaya Vice Mayor Banlue Kullavanijaya to seek approval for the CCTV project.

All councillors unanimously agreed on the long-term debt. They approved expenditures for the maintenance of the CCTVs with a budget of 200 million baht – of which 30 million baht in 2022, 80 million baht in 2023 and 90 million baht in 2024.

“The project fits into the 20-year national security strategy. Since Pattaya is a hub for business, investment and tourism for the Eastern Economic Corridor [EEC], security technology must be efficient,” Banlue said.

In three years’ time, the project will also replace the 940 broken CCTVs, Banlue said.

Pattaya Mayor Sontaya Kunplome said a total of 2,418 CCTV units have been installed since 2005; only 1,059 of these are functional, which corresponds to 43.8% of the units.

The new CCTVs will be installed at 2,418 locations across the city. After three years, all video surveillance systems will be owned by the city.

A contract is being drawn up to commission private companies for maintenance. The contract would cost 15 million baht each year, he said.
